Disruption does not always align exactly with these times — in practice, services may begin to be cancelled before the official start of the strike, especially in the late afternoon and evening of May 28. If you have a flight tonight: All flights before midnight should operate normally. Flights after midnight are subject to the ATC shutdown. If your departure is scheduled between midnight and 07:00 on Friday May 29, you are in the unprotected window — the ATC will not be operating to guide your aircraft. Check your airline’s app immediately.

Leonardo Express to Roma Termini: The Leonardo Express train from FCO to Roma Termini (operated by Trenitalia) is subject to the rail strike from 21:00 tonight. Naples (NAP): Naples airport is served by bus connections to the city centre — Alibus and other services. These are also subject to the strike. Venice ACTV vaporetti (water buses) are on strike the full day tomorrow — pre-book a private water taxi for any Venice Marco Polo Airport transfers on May 29. Bologna has bus connections from the city centre — check TPER service status.
Venice specifically — the most critical case: Venice’s transport system depends entirely on ACTV water buses. Island ferries and water buses face a full-day strike on May 29. Without a vaporetto, reaching Venice Marco Polo Airport requires a private water taxi — costing €80–120 depending on origin. Book tonight. Do not wait until tomorrow morning.

✅ Check into your hotel tonight if your flight is tomorrow If you are planning to take public transport to the airport tomorrow morning in the 07:00–10:00 window, you need to leave by approximately 05:30–06:00 for Rome, earlier for Milan. Public transport is not guaranteed at that hour. A hotel near the airport removes this problem entirely.
✅ Complete any train journeys now — the last window before the strike begins If you need to travel by train (Florence to Rome, Milan to Venice, etc.) and your journey can be done before 21:00 tonight, do it now. The window closes at 21:00.
✅ Purchase petrol/diesel if driving tomorrow Motorway service areas are on strike from 22:00 tonight through 22:00 tomorrow. Fill your tank at non-motorway petrol stations tonight. Do not rely on motorway fuel tomorrow.
✅ Stock up on food and water If you are at an airport or train station overnight, food service from vending machines and airport restaurants may be limited tomorrow during the strike. Service-area staff are also on strike.
The ATC shutdown begins at midnight. From this moment:
Services outside the guaranteed time-bands (07:00–10:00 and 18:00–21:00) face cancellations or severe delays at airports from Milan Malpensa to Palermo.
All flights specifically listed on the ENAC voli garantiti register that depart during this window should operate. Passengers on morning flights departing Rome FCO, Milan MXP, Naples, Venice, or Bologna between 07:00 and 10:00 have the strongest probability of travel.
Practical implication: To catch a 07:30 FCO departure, you need to be at the airport at 05:30 (check-in) and at the taxi rank at 04:30 (with travel time from central Rome approximately 45 minutes). This is a very early morning for most hotel guests — set your alarm tonight.
This eight-hour window is the most dangerous for passengers tomorrow. No single backup cleanly escapes the disruption. For rail, the safest approach is to travel only on trains the operator explicitly marks as guaranteed, or to travel inside the 06:00–09:00 and 18:00–21:00 protected windows.
Flights scheduled between 10:00 and 18:00 are outside both guaranteed windows. Airlines are NOT required to operate them. If you have a May 29 flight in this window that is NOT on the ENAC voli garantiti list:
Flights on the voli garantiti list in this window should operate. This is the safer option for passengers who cannot take a morning flight — departing in the 18:00–21:00 window provides a full day to reach the airport by taxi or car (remembering that buses and trains remain disrupted until 21:00).
Important note on rail resumption: On May 29, normal operations may resume gradually rather than immediately after 21:00. Rail operators warn that timetable changes can be introduced at short notice depending on operational needs and staff availability. Do not assume trains immediately return to full service at 21:01 — allow at least 30–60 minutes for the system to stabilise after 21:00.
Rail operator Trenitalia has issued a similar notice, while local transit companies in Rome, Milan, Florence and Naples warn of reduced bus, tram and metro frequencies.
The Ministry of Infrastructure and Transport enforces minimum service guarantees during two narrow commuter windows each day — 06:00 to 09:00 and 18:00 to 21:00. Only trains explicitly listed as “treni garantiti” will operate during those windows.

Leonardo Express (FCO → Roma Termini): Only guaranteed services in the protected windows will operate. All other departures are at risk.
Passengers holding tickets for cancelled trains may rebook onto guaranteed services without penalty or request full reimbursement.
Ferry crews serving smaller islands will strike for the full day on May 29.
If you are currently on Capri, Ischia, Sardinia, Aeolian Islands, or Elba: You have a narrow window remaining to reach the mainland before midnight tonight. Ferry services will be suspended from midnight. If you cannot take a ferry tonight, you will be stranded on the island until at least Saturday May 30.
Capri and Ischia (Naples ferries): Last regular ferries from Capri to Naples and Sorrento tonight depart approximately 19:30–20:30 depending on service. Check Caremar, Alilauro, or Snav for tonight’s last departures.
Sardinia (mainland ferries): Tirrenia and GNV ferry operators run overnight services from Cagliari/Olbia to Genoa/Civitavecchia. These overnight ferries may already be at capacity. Check immediately at tirrenia.it or gnv.it.
Aeolian Islands: Liberty Lines operates hydrofoil services to the Aeolians from Messina, Milazzo, and Palermo. Check libertylines.it for the last services tonight.
For any flight cancelled or significantly delayed tonight (before midnight when the ATC strike begins), the cancellation or delay is airline-operational and full EU261 compensation applies (€250–€600 depending on route distance).
Because this is a wider transport strike outside an airline’s control, EC 261 compensation is usually unlikely, but airlines should still provide care, rerouting, or refunds where needed.
