US Ebola Attestation Goes Live Tonight at 11:59pm Eastern: What Every International Traveller, Airline Passenger, Crew Member and Private-Jet Operator Must Do Before Boarding a US-Bound Flight

From 11:59pm Eastern tonight, every person boarding an international flight to the United States must have signed a CDC declaration that they haven’t been in the Democratic Republic of the Congo in the past 21 days — and airlines have been told to refuse boarding to anyone who hasn’t.

The rule is not limited to travellers from outbreak countries. It covers all passengers on all international flights to the US, whatever their nationality or departure country, and it includes US citizens, green card holders, connecting passengers, airline crew and people flying on private and business aircraft. Airlines and aircraft operators are responsible for collecting the form and keeping a copy.

Airline groups have pushed back hard, asking the CDC to reconsider or delay, but as of Tuesday the order is going ahead. Here is exactly what to do.

Published: November 3, 2026 — Tuesday
Effective: 11:59pm Eastern Standard Time tonight, for flights departing foreign airports at or after that time
Who must sign: Every passenger and crew member on an international flight to the US, including US citizens, green card holders, foreign visitors and connecting passengers
What you attest: That you have not been in the DRC during the 21 days before your flight
Who enforces it: Airlines and aircraft operators; they must verify each form and refuse boarding without one
Covers: Commercial, private, business and general aviation, including cargo flights and US preclearance airports abroad
Doesn’t cover: Flights that fly over the US without landing
Record-keeping: Operators must keep the forms for at least 42 days after the flight arrives in the US
Scheduled end: December 18, 2026, unless extended or changed
Industry pushback: Airlines for America and IATA have asked the CDC to reconsider; no delay has been announced

⏰ “Tonight” Is Already Tomorrow in Much of the World

The deadline is based on Eastern Standard Time. Here’s when it applies in other time zones, measured against your flight’s scheduled departure from the foreign airport:

Location Rule Starts
Los Angeles / Vancouver 8:59pm, Tuesday, Nov 3
New York / Toronto 11:59pm, Tuesday, Nov 3
London 4:59am, Wednesday, Nov 4
Paris / Frankfurt 5:59am, Wednesday, Nov 4
Dubai 8:59am, Wednesday, Nov 4
Sydney 3:59pm, Wednesday, Nov 4
Auckland 5:59pm, Wednesday, Nov 4

If your flight leaves close to these times, check your airline’s guidance for the exact cut-off.

🧳 What to Do at Check-In

Your Situation What to Do
Airline has added the form to online check-in or its app Complete it as soon as check-in opens, before you leave for the airport
Airline sent a link in its check-in reminder Use the link; some airlines, including Delta, are sending it in the 24-hour reminder
No digital option yet Expect a paper form at the check-in counter or gate and allow extra time
Travelling as a family or group Each traveller needs their own attestation; a parent or guardian can sign for a child
Connecting through a US airport to another country You still need to sign; the rule covers flights connecting through the US
Airline crew member The CDC amended its order on October 28 to cover crew
Flying privately or on a charter The operator must collect attestations from all passengers and crew before departure
You’ve been in the DRC in the last 21 days Don’t sign; you cannot board without a US government exemption, and separate entry restrictions apply

✈️ Private and Business Aviation: No Exemption

Business and general aviation operators are covered as well as airlines. Guidance from the National Business Aviation Association, published October 27, and trade-press reports say the order applies to Part 91 and Part 135 operators flying to the US, as well as commercial services, and that there is no general exception for private or business flights. It also covers passengers who transited through the DRC without leaving their aircraft.

Flight departments, charter operators, handlers and dispatchers need to make the attestation part of normal international trip preparation, and keep records for at least 42 days. The CDC has published a fillable form. The separate US entry suspension for people recently in the DRC and some neighbouring countries currently runs to November 10, but its expiry would not automatically end the attestation requirement.

🛂 Who’s Covered and Who Isn’t

Category Covered? Notes
US citizens and nationals Yes Must sign like everyone else
Green card holders Yes Same requirement
Foreign visitors (ESTA, visa) Yes The attestation doesn’t replace ESTA, visa or passport
Connecting passengers through the US Yes Covered even if the US isn’t the final destination
Flight crew Yes Added by the CDC’s October 28 amendment
Private, charter and general aviation Yes No general exemption
Flights departing US preclearance airports abroad Yes Covered
Flights overflying the US without landing No Not covered
Government-authorised patient transport; CDC humanitarian exemptions Exempt Narrow exceptions

🗣️ What the Airlines Are Saying

Airlines for America, the trade group for the major US carriers, wrote to the CDC on October 26. It said that changes to check-in systems, digital signatures, procedures at airports and staff training cannot be completed in the time allowed, and asked for a “more surgical approach,” a later start date and a workable transition period. The group has also questioned why airline crew need to sign. IATA, representing more than 370 airlines, has also asked the CDC to reconsider.

Some travel outlets have summed up the industry’s position as “disproportionate and unworkable.” That is their wording of the airlines’ objections, not a direct quote from the groups. The CDC says the requirement is meant to reduce the risk of Ebola reaching the US by air during what it describes as the second-largest outbreak on record, and that airlines are responsible for enforcement.

✅ What to Do Right Now

  • Check your airline’s app and email for the attestation link or instructions
  • Complete the form online if you can, rather than at the airport
  • Arrive earlier than usual for US-bound flights from tonight, particularly where paper forms are used
  • Carry your normal documents: passport, visa or ESTA, and onward ticket
  • Be truthful. Knowingly false statements can lead to criminal penalties
  • Don’t skip it because you’ve never been to Africa. It applies to everyone
  • Private-jet and charter passengers: expect your operator or handler to ask for the form before departure
  • Check for last-minute changes on the CDC’s website and your airline’s alert page before you leave for the airport

📅 What Happens Next

The order is scheduled to run until December 18, and the CDC can change, extend or end it at any time. Airlines are expected to refine their processes in the first days, so early check-in queues will show how well the system copes. We’ll update this article as the CDC or airlines announce changes.
