CDC Ebola Attestation Starts Tomorrow Night: Airlines Say the November 3 Deadline Is Unworkable, Crew Are Now Covered, and Paper Forms at the Counter Could Slow Check-In for Every US-Bound Flight

The rule requiring every person flying to the United States to sign an Ebola declaration takes effect at 11:59pm Eastern on Tuesday, November 3 β€” and the airlines that have to enforce it say they weren’t given enough time to build it.

Two industry groups have written to the CDC asking it to reconsider. Airlines for America, which represents United, American, Southwest and Delta, said in an October 26 letter that changes to check-in systems, digital signatures, station procedures and training cannot be completed in the time allowed. The International Air Transport Association, which represents more than 370 airlines in over 130 countries, called it “unreasonable” to ask carriers worldwide to change their procedures in less than two weeks. Neither has won a delay: as of Monday, the CDC has not announced one.

Meanwhile, the CDC amended its order on October 28 to make clear that it covers crew members as well as passengers. For travellers, the practical message is simple: the rule is going ahead, boarding can be refused without a signed form, and some check-in lines may be slower than usual. Here is what has changed since we first covered it and how to prepare.

Published: November 2, 2026 β€” Monday Start time: 11:59pm Eastern on Tuesday, November 3, 2026, for flights departing foreign airports at or after that moment Who must sign: Every passenger on an international flight to the US, including US citizens, green card holders and connecting passengers β€” and, since the October 28 amendment, crew members What you attest: That you have not been in the Democratic Republic of the Congo in the previous 21 days What happens if you don’t: The airline cannot board you Airline pushback: Airlines for America (October 26 letter) and IATA have asked the CDC to reconsider and delay; no delay has been announced Check-in: Airlines are encouraged to add the form to online check-in; those that haven’t will use paper forms at the counter Scheduled end: December 18, 2026, unless the CDC changes, extends or rescinds the order

πŸ›‚ What’s Changed Since Our First Report

Date What Happened
October 22 The CDC signs the attestation order, taking effect November 3
October 26 Airlines for America writes to the CDC, calling the rollout unworkable and asking for a more proportionate response and a later start date
Around October 27–29 IATA’s letter, reported by Reuters, calls the less-than-two-weeks timeline “unreasonable” and questions why the rule applies only to air travel
October 28 The CDC amends its order to explicitly include crew members, including those travelling off duty
October 29–November 2 No delay announced; airlines publish passenger guidance, including Delta, which says travellers can complete the form at check-in in its app or on its website
11:59pm ET, November 3 Rule takes effect
December 18 Scheduled end, unless extended

✈️ What the Airlines Are Saying

The two main objections are time and scope. A4A said the changes needed to check-in systems, digital signatures, station procedures and staff training cannot be completed in the allotted time, and asked for a “more proportionate” response focused on affected areas and travellers who have recently been there. IATA made a similar argument about the timeline and questioned why the requirement applies to air travel but not to land or sea arrivals. Industry groups have also warned about the cost of collecting forms from more than 10 million air travellers a month.

The CDC has stated the rule is meant to reduce the risk of Ebola reaching the United States by air during what it describes as the second-largest outbreak on record. Airlines remain legally responsible for checking that every attestation is completed and signed before boarding.

⏰ When the Rule Starts in Your Time Zone

The rule applies to flights departing foreign airports at or after 11:59pm Eastern Standard Time on November 3. Here is that moment in other time zones:

Location Start Time
Los Angeles / Vancouver (PST) 8:59pm, Tuesday, Nov 3
New York / Toronto (EST) 11:59pm, Tuesday, Nov 3
London (GMT) 4:59am, Wednesday, Nov 4
Paris / Frankfurt (CET) 5:59am, Wednesday, Nov 4
Dubai (GST) 8:59am, Wednesday, Nov 4
Sydney (AEDT) 3:59pm, Wednesday, Nov 4
Auckland (NZDT) 5:59pm, Wednesday, Nov 4

The time that counts is your flight’s scheduled departure from the foreign airport, in local time. Check your airline’s guidance if your flight leaves close to the cut-off.

🧳 What to Expect at Check-In

Airline Setup What You’ll See What to Do
Form built into online check-in or the app An extra screen or checkbox in the normal check-in flow Complete it as soon as check-in opens
Link sent in a check-in reminder Airlines such as Delta say they will send a link to the attestation in the reminder issued 24 hours before departure Fill it out early, from home
No digital option yet A paper form at the airport counter, with staff checking your signature before issuing a boarding pass Arrive earlier than usual and allow time for manual processing
Group or family booking A separate attestation for each person; families cannot submit one joint form Have every traveller’s details ready, and sign for children as a parent or guardian where the airline allows
Connecting through a US airport The same form, even if the US is not your final destination Complete it at the first check-in on your journey, as instructed by the airline

βœ… What to Do Before You Fly

  • Open your airline’s app now to see whether the attestation has been added to check-in
  • Complete it online if you can, to avoid counter queues
  • Arrive earlier than normal for US-bound flights from Wednesday, November 4, especially from airports where the airline is likely to use paper forms
  • Don’t skip the form because you’ve never been to Africa. It applies to every passenger
  • Be truthful. Knowingly giving false information can lead to criminal fines and imprisonment
  • If you’ve been in the DRC in the past 21 days, including transit through a DRC airport, you will not be allowed to board without a government exemption
  • Crew and cargo: the rule also covers crew and cargo flights, so airline staff are affected too
  • Keep documents handy: passport, visa or ESTA, and any onward ticket β€” the attestation doesn’t replace them
  • Check for updates on the day before you fly, since the CDC could still amend the order

πŸ“… What Happens Next

The CDC has not signalled any change to the November 3 start, but it can amend, extend or rescind the order at any time, and the order is scheduled to run until December 18. Airlines are likely to publish more detailed instructions through the week, and early check-in queues will show how well systems cope. We’ll update this article as the CDC responds to the airline groups.
