Japan’s Tax-Free Shopping Changes Tomorrow (Nov 1): Pay the Full Price, Then Claim Your Refund at the Airport. Here Is What to Do

TRENDING: FROM SUNDAY NOV 1, 2026, VISITORS TO JAPAN PAY THE FULL TAX-INCLUSIVE PRICE IN STORES AND CLAIM THE TAX BACK WHEN THEY LEAVE. YOU MUST COMPLETE A CUSTOMS CHECK AT A KIOSK IN THE DEPARTURE HALL BEFORE YOU CHECK YOUR BAGS, WITH ALL YOUR PURCHASES WITH YOU. THE CUSTOMS STEP MUST BE DONE WITHIN 90 DAYS OF PURCHASE, AND AIRPORTS MAY BE BUSY, SO ARRIVE EARLY.

If you shop in Japan, the way you get your tax back is changing. Here is what we can confirm, and what to check before you fly.

What Changes on Nov 1

Until Oct 31 From Nov 1, 2026
At the store Tax is taken off at the till, or refunded at a counter soon after purchase You pay the full tax-inclusive price and show your passport. The shop records your purchase electronically
At the airport Hand over your paperwork Scan your passport at a customs kiosk before check-in. Customs checks your purchases against the records
Getting the money At the store After the customs check, from the shop or its refund company

JNTO says tax-free shopping works as it does now until Oct 31. Wego, citing the Japan Tourism Agency, says there is no transition period: purchases made on or after Nov 1 follow the new method.

How the New System Works

  1. Pay the full price in the store. Show your passport. The store records the sale for customs.
  2. Ask how you will be refunded (bank transfer, card, app or airport cash, depending on the shop) and keep the receipt.
  3. Keep your purchases unused and together. Bring all of them to the airport.
  4. Before you check in or check any bags, scan your passport at the tax-free customs kiosk in the international departure hall.
  5. Green result: you are done. Red result: take your goods to the customs inspection area.
  6. Check in once the customs step is complete.
  7. Collect your refund by the method you chose.

Do not check your bags before the kiosk. Wego reports that bags checked first cannot be retrieved for the customs check, even after a red result.

You can start online at seven airports: Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose and Naha, using Visit Japan Web in designated areas before security (JNTO). It is optional, and you still need the goods with you.

The Rules You Need to Know

Rule Detail
Minimum spend ¥5,000 or more before tax, at one shop on one day. Receipts from different days cannot be combined
Tax you pay 10% consumption tax, with 8% on food and non-alcoholic drinks (Wego). Your refund equals the tax paid, minus service fees
Fees Amounts are not published. Ask the shop before you pay
Eligible goods General goods and consumables both qualify. The old sealed-packaging rule is gone. Consumables must not be used or eaten before you leave
Excluded Gold and platinum bullion, and items that are already tax-exempt
Quantity Only what you can personally carry out of Japan
Who qualifies Visitors with “temporary visitor” status staying under six months. Cruise passengers with a landing permit may qualify under conditions
The 90-day rule JNTO says complete the procedure within 90 days of purchase. Wego says the same. Japan-Guide words it as goods bought within 90 days of departure. Check the official notice
Receipts Every item on a receipt must be with you. One missing item can disqualify that whole receipt
Where to do it At your final departure point from Japan, including domestic-to-international connections and fly-and-cruise trips

What Can Go Wrong

  • Missing a flight: JNTO states that if you run out of time, the check counts as incomplete, and neither Customs nor the airline compensates you for a missed departure.
  • Items used or eaten in Japan: do not scan them at the kiosk. Tell a customs officer at the counter.
  • Not exporting the goods after the check: you may have to repay the refunded tax, and penalties can apply.
  • Bulky or packed items: you need them available for inspection, so don’t pack purchases in your checked bag before the kiosk.
  • Passport stamp: one source advises asking for an entry stamp if you use automated gates, as some retailers may still check your passport for one.

Airports: Plan for Queues

  • Expect congestion, especially in the first weeks. Wego reports kiosks can be crowded, and Osaka Customs recommends Visit Japan Web when queues are long.
  • Arrive earlier than usual. Allow extra time if you have bulky purchases or many receipts.
  • Cash refund machines (“Self Tax Refund”) are reported at Haneda, Narita and Naha (Wego). They need you to be registered with a supported refund company, and the limits reported are ¥100 to ¥1,000,000 per transaction. Confirm with your shop’s refund company before relying on cash.
  • Refund timing depends on the refund company. Plan on the money not arriving immediately.

Before You Shop: Checklist

✓ Carry your passport every time you shop ✓ Ask each shop how and when your refund is paid, and what fees apply ✓ Spend ¥5,000+ before tax per shop per day to qualify ✓ Keep every receipt and every item. Do not open or use consumables ✓ Do not check your bags until the customs kiosk is done ✓ Arrive at the airport earlier than usual, and consider Visit Japan Web at the seven airports ✓ Do the check at your final departure airport ✓ Note the 90-day limit if you are on a long trip ✓ Check your country’s customs and duty-free limits for returning home

Your Rights (Brief)

  • Missed flights caused by the tax procedure are generally not covered by airline compensation rules, and Japan’s customs says it does not compensate either. Check your travel insurance.
  • Refund problems after you leave: contact the shop or its refund company, with your receipt and passport details.
  • Returning home: your own country’s customs rules and allowances apply to what you bring back.
